BOROUGH OF HASBROUCK HEIGHTS

M I N U T E S

October 12, 1999

Regular Meeting of the Mayor and Council of the Borough of Hasbrouck Heights was held on October 12, 1999 at 8:00 p.m. in the Council Chambers of the Municipal Building, 248 Hamilton Avenue, Hasbrouck Heights, New Jersey.

Mayor Torre stated that the meeting complied with the Sunshine Law, due notice having been made to all members of the Council by personal service on January 1, 1999 and transmitted to The Observer, The Record and the Herald News on January 4, 1999.

ROLL CALL:
Present: Mayor William J. Torre, Councilman Andrew Link, III, Councilman Herbert D. Heeren, Councilman Justin A. DiPisa, Councilman Garrett R. Pepe, Councilwoman Marlene Verrastro,Councilman John Wassberg

Absent:
None

SALUTE TO FLAG:
Mayor Torre led in the Salute to the Flag.

Mayor Torre congratulated the Department of Public Works on an excellent job on Town Day.

BILLS:
BE IT RESOLVED

that the claims and accounts amounting to $1,152,675.00 specified in the schedule, having been examined and approved by the Finance Commissioner, or his Deputy, be paid and that warrants be issued therefor

On motion by Councilwoman Link, seconded by Councilwoman Verrastro, and unanimously carried, the foregoing Resolution was adopted.

Appointments:
Douglas Lanzo to Zoning Board of Adjustment

On motion by Councilman Wassberg, seconded by Councilman DiPisa, it was unanimously carried.

Patricia Kelly as School Crossing Guard

On motion by Councilman DiPisa, seconded by Councilman Heeren, it was unanimously carried.

Mayor Torre announced that there would be no public reports of the Mayor and Council, however something of most importance supplementing the report of the cancellation of Halloween in the Park should be mentioned. Over the last two weeks he has been in touch with the Bergen County Mosquito Commission regarding its program and spraying in Hasbrouck Heights. Chief Inspector Peter Rendine and his department visited Hasbrouck Heights, inspected all parks, fields, schools and other places of public accommodation and advised that Hasbrouck Heights had been visited monthly on a regular routine since March. In October they visited three times and Woodland Park and Teterboro Field were sprayed at the Mayor and Council's request just last week. The Riser Ditch and behind Shop Rite were also inspected. They will continue until the frost arrives.

Resignations:
Teryl Ann Meagher from Engine Co. #2

On motion by Councilman Pepe, seconded by Councilman DiPisa, it was unanimously carried.

Councilman Link remarked that Teryl Ann Meagher has been one of the most professional volunteers and hardworking individuals in that squad and expressed his regrets on her resignation. Mayor Torre agreed.

On motion by Councilman Wassberg, seconded by Councilwoman Verrastro, and unanimously carried, the foregoing Resolutions were adopted. (Resolutions attached)

ORDINANCES ON INTRODUCTION:

ORDINANCE NO. 1875:

"AN ORDINANCE AUTHORIZING THE BOROUGH OF HASBROUCK HEIGHTS TO IMPLEMENT SECTION 45 OF THE ELECTRIC DISCOUNT & ENERGY COMPETITION ACT"
introduced this date be and the same is hereby passed on first reading and the Borough Clerk be and directed to advertise notice of public hearing on said Ordinance to be held at the regular meeting of the Borough Council on October 26, 1999 at 8:00 p.m.

On motion by Councilman Pepe, seconded by Councilman Councilwoman Verrastro, and unanimously carried, the foregoing Ordinance on Introduction was approved.

MISCELLANEOUS FROM PUBLIC:
Mayor Torre waived opening the meeting to the public.

RECESS FOR CAUCUS:
There being no further business to be conducted during this portion of the meeting, the Governing Body recessed for Caucus at 8:30 p.m.
