BOROUGH OF HASBROUCK HEIGHTS

M I N U T E S

March 9, 1999

A Regular Meeting of the Mayor and Council of the Borough of Hasbrouck Heights was held on March 9, 1999 at 8:00 p.m. in the Council Chambers of the Municipal Building, 248 Hamilton Avenue, Hasbrouck Heights, New Jersey.

Council President DiPisa stated that the meeting complied with the Sunshine Law, due notice having been made to all members of the Council by personal service on January 1, 1999 and to The Observer, The Record and the Herald News on January 4, 1999.

ROLL CALL: Present: Councilman Andrew Link III, Councilman Herbert D. Heeren, Councilman Justin A. DiPisa, Councilman Garrett R. Pepe, Councilwoman Marlene Verrastro, Councilman John Wassberg

Absent: Mayor William J. Torre

SALUTE TO FLAG: Council President DiPisa led in the Salute to the Flag.

BILLS:

BE IT RESOLVED that the claims and accounts amounting to $1,105,677.74 specified in the schedule, having been examined and approved by the Finance Commissioner, or his Deputy, be paid and that warrants be issued therefor.

On motion by Councilman Pepe, seconded by Councilman Wassberg, and unanimously carried, the foregoing Resolution was adopted.

51. Approval of Liquor License Transfer - PMI Liquors to Liquor & Deli Master, Corp.

52. Granting of Raffle License - H.H. Jr.-Sr. High School PTSA & H.H. Jr. Woman's Club

54. Refund of Overpaid Taxes - Tomasso

55. Refund of Overpaid Taxes - Davanne Realty

56. Interfund Transfer

Councilwoman Verrastro motioned, seconded by Councilman Wassberg, to adopt the foregoing Resolutions. (Resolutions attached)

Nayes: Link - resolution no. 51

Public Hearing on Budget:

Council President DiPisa opened the meeting to the public for anyone wishing to speak on the 1999 Municipal Budget. There being no one wishing to speak, Council President DiPisa closed the public hearing on the budget.

Councilman Pepe motioned, seconded by Councilwoman Verrastro, and unanimously carried, to continue the public hearing on the budget to the March 23, 1999 meeting.

Resignations: Sarah Chiha - Recreation Commission

Thomas Kearney - Board of Adjustment

Councilman Pepe motioned, seconded by Councilman Heeren, and unanimously carried, to accept, with regret, the foregoing resignations.

Appointments: Peter Traina - Recreation Commission

Patricia Link - Board of Adjustment - Regular Member (fulfilling expired term)

William Kremer - Board of Adjustment - Atlernate 1 (fulfilling unexpired term)

Thomas Verrastro - Board of Adjustment - Alternate 2

Councilman Pepe motioned, seconded by Councilman Heeren, and unanimously carried, the foregoing appointments were made.

ORDINANCE(S) ON INTRODUCTION:

ORDINANCE NO. 1847:

BE IT RESOLVED that an Ordinance entitled "AN ORDINANCE TO AMEND AND SUPPLEMENT ARTICLE I ENTITLED "UNIFORM FIRE CODE" OF CHAPTER 139 ENTITLED "FIRE PREVENTION" OF THE CODE OF THE BOROUGH OF HASBROUCK HEIGHTS SO AS TO REQUIRE THE ANNUAL INSPECTION OF MULTI-FAMILY DWELLING STRUCUTRES AND SO AS TO AMEND AND SUPPLEMENT CERTAIN FEES CHARGED THEREUNDER" introduced this date be and the same is hereby passed on first reading and the Borough Clerk be directed to advertise notice of public hearing on said Ordinance to be held at the regular meeting of the Borough Council on March 23, 1999.

ORDINANCE NO. 1848:

BE IT RESOLVED that an Ordinance entitled "AN ORDINANCE TO APPROPRIATE THE TOTAL SUM OF $60,000.00, CONSISTING OF $45,000.00 PROVIDED BY THE NEW JERSEY DEPARTMENT OF TRANSPORTATION, BUREAU OF LOCAL AID, UNDER THE NEW JERSEY TRANSPORTATION TRUST FUND AUTHORITY ACT AND $15,000.00 FROM THE CAPITAL IMPROVEMENT FUND, AND FURTHER TO AUTHORIZE THE EXPENDITURE OF THE SAID TOTAL FOR THE RESURFACING OF A PORTION OF HAMILTON AVENUE FROM THE BOULEVARD TO TERRACE AVENUE" introduced this date be and the same is hereby passed on first reading and the Borough Clerk be directed to advertise notice of public hearing on said Ordinance to be held at the regular meeting of the Borough Council on April 13, 1999.

On motion by Councilman Wassberg, seconded by Councilman Heeren, and unanimously carried, to approve the foregoing Ordinances for Introduction.

MISCELLANEOUS FROM PUBLIC:

Council President DiPisa opened the meeting to the public for anyone wishing to speak. There being no one wishing to speak, Council President DiPisa closed the public hearing.

RECESS FOR CAUCUS:

The Governing Body recessed for Caucus.

ADJOURN:

There being no further business to come before the Mayor and Council, the meeting was adjourned.
