M I N U T E S June 7, 1999 A Regular Meeting of the Mayor and Council of the Borough of Hasbrouck Heights was held on June 7, 1999 at 8:00 p.m. in the Council Chambers of the Municipal Building, 248 Hamilton Avenue, Hasbrouck Heights, New Jersey. Mayor Torre stated that the meeting complied with the Sunshine Law, due notice having been made to all members of the Council by personal service on January 1, 1999 and transmitted to The Observer, The Record and the Herald News on January 4, 1999.
ROLL CALL: Present: Mayor William J. Torre, Councilman Andrew Link III, Councilman Herbert D. Heeren, Councilman Justin A. DiPisa, Councilwoman Marlene Verrastro, Councilman John Wassberg Absent: Councilman Garrett R. Pepe
SALUTE TO FLAG: Mayor Torre led in the Salute to the Flag.
BILLS: BE IT RESOLVED that the claims and accounts amounting to $1,147,613.73 specified in the schedule, having been examined and approved by the Finance Commissioner, or his Deputy, be paid and that warrants be issued therefor. Signed Herbert D. Heeren/Commissioner of Finance On motion by Councilwoman Verrastro, seconded by Councilman DiPisa, and unanimously carried, the foregoing Resolution was adopted.
RESOLUTIONS: 101. Granting of Raffle License - Lions Club of H.H. 102. Authorizing Boro Clerk to Advertise Bids for Street Sweeper 103. Authorizing Lions Club's Annual 4th of July Fireworks 104. Payment of Fees to State - Dog Licenses 105. Authorizing Application With D.O.T. for State Aid for Ottawa Ave. Improvements 106. Authorizing Application With D.O.T. for State Aid for Kipp Ave. Improvements 107. Authorizing Application With D.O.T. for State Aid for Blvd. Sidewalk Improvements - Section I On motion by Councilman Wassberg, seconded by Councilman DiPisa, and unanimously carried, the foregoing Resolutions were adopted. APPOINTMENTS: Council President & Board of Education Designee to Crisis Intervention Committee On motion by Councilman Heeren, seconded by Councilwoman Verrastro, and unanimously carried, the foregoing appointments were made.
ORDINANCE(S) ON INTRODUCTION: None
ORDINANCE(S) ON PUBLIC HEARING: Mayor Torre opened the meeting to the public for anyone wishing to speak on Ordinance Nos. 1854 and 1861. There being no one wishing to speak on said Ordinances, Mayor Torre closed the meeting to the public.
ORDINANCE NO. 1854: The Borough Clerk stated that the Planning Board approved Ordinance No. 1854 and recommended its adoption. BE IT RESOLVED that an Ordinance entitled "AN ORDINANCE REPEALING SUBSECTION C ENTITLED "COMMUNITY RESIDENCES" OF SECTION 275-22 ENTITLED "REGULATIONS GOVERNING CERTAIN CONDITIONAL USES" OF CHAPTER 275 ENTITLED "ZONING" OF THE CODE OF THE BOROUGH OF HASBROUCK HEIGHTS" be now passed on second and final reading and the Borough Clerk be and is hereby authorized and directed to publish said Ordinance, same to be published in The Observer, a newspaper circulating and published in the Borough of Hasbrouck Heights.
ORDINANCE NO. 1861: BE IT RESOLVED that an Ordinance entitled "AN ORDINANCE AUTHORIZING THE MAYOR/CHIEF EXECUTIVE OFFICER AND CLERK OF THE BOROUGH OF HASBROUCK HEIGHTS TO EXECUTE AN AGREEMENT WITH THE COUNTY OF BERGEN TO SUPERSEDE THE COOPERATIVE AGREEMENT DATED JULY 1, 1997 AND AMENDMENTS THERETO ESTABLISHING THE COMMUNITY DEVELOPMENT PROGRAM" be now passed on second and final reading and the Borough Clerk be and is hereby authorized and directed to publish said Ordinance, same to be published in The Observer, a newspaper circulating and published in the Borough of Hasbrouck Heights. On motion by Councilman Link, seconded by Councilwoman Verrastro, and unanimously carried, the foregoing Ordinances on Public Hearing were adopted.
MISCELLANEOUS FROM PUBLIC: Mayor Torre waived opening the meeting to the public.
RECESS FOR CAUCUS: There being no further business to be conducted during this portion of the meeting, the Governing Body recessed for Caucus.
ADJOURN: There being no further business to come before the Governing Body, the meeting was adjourned.
