BOROUGH OF HASBROUCK HEIGHTS

M I N U T E S

September 12, 2000

A Regular Meeting of the Mayor and Council of the Borough of Hasbrouck Heights was held on September 12, 2000 at 8 p.m. at the Masonic Hall, 200 Division Avenue, corner of the Boulevard, Hasbrouck Heights, New Jersey.

Mayor Torre stated that the meeting complied with the Sunshine Law, due notice having been made to all members by personal service on December 28, 1999 and to The Observer, The Record and the Herald News on December 28, 1999.

ROLL CALL: Present: Councilman Andrew Link III, Councilman Herbert D. Heeren, Councilman Justin A. DiPisa, Councilman Garrett R. Pepe, Councilwoman Marlene Verrastro, Councilman John Wassberg

 

SALUTE TO THE FLAG AND PLEDGE OF ALLEGIANCE: Mayor Torre led in the Salute to the Flag and Pledge of Allegiance.

 

COMMUNICATIONS: None

 

APPROVAL OF MINUTES: (August 22, 2000)

On a motion by Councilwoman Verrastro, seconded by Councilman Heeren, and unanimously carried, except for Councilman Wassberg abstaining from the minutes of August 22, 2000, as he was absent, the foregoing minutes were adopted.

 

BILLS:

Be It Resolved that the claims and accounts amounting to $1,304,163.51 specified in the schedule hereto annexed, having been examined and approved by the Finance Commissioner, or his Deputy, be paid and that warrants be issued therefor.

On a motion by Councilman Pepe, seconded by Councilman DiPisa, and unanimously carried, the foregoing resolution was adopted.

 

CONSENT AGENDA:
130. Raffle License for PTSA Hasbrouck Heights High School

On a motion by Councilwoman Verrastro, seconded by Councilman Wassberg, and unanimously carried, the foregoing Consent Agenda Resolution was adopted (Resolution attached).

 

RESOLUTIONS:
131. Payroll

132. Dog Licenses - Payment of Fees to State

133. Authorizing Snow Plow Agreement with the County of Bergen

134. Accepting Proposed Insurance Settlement for the Construction Portion Only of Municipal Building Fire Claim

135. Authorizing Redemption of Tax Sale Certificates #97-5 and #2000-06 for Block 108.1, Lot 49

136. Confirming Acting Regarding Sidewalk Sale Permits

137. Authorizing Application for State and Federal Grants for Bulletproof Vests

138. Authorizing Retirement Agreement with Judy Corbliss

139. Acceptance of Heights Car Wash Maintenance Bond

On a motion by Councilman Wassberg, seconded by Councilman DiPisa, and unanimously carried, the foregoing Resolutions were adopted (Resolutions attached).

Mayor Torre commenting on Resolution No. 134, said that a lot of hard work and time had gone into this insurance settlement for the construction portion only and congratulated Michael Kronyak and Ralph Chandless, and council members.

 

PROCLAMATIONS: 50TH Anniversary of the Hasbrouck Heights Leisure Club

On a motion by Councilman DiPisa, seconded by Councilman Heeren, and unanimously carried, the foregoing Proclamation was approved.

 

APPOINTMENTS: None

 

RETIREMENTS: Judy Corbliss as Police Department Secretary

Mayor Torre wished Mrs. Corbliss well on her retirement, and commended her for a job well done.

 

ORDINANCE(S) ON PUBLIC HEARING:

Mayor Torre opened the meeting to anyone wishing to speak on Ordinance No. 1910, on Public Hearing. As no one stepped forward, the ordinance was read by the Borough Clerk.

ORDINANCE NO. 1910:

BE IT RESOLVED that an Ordinance entitled "AN ORDINANCE TO SUPPLEMENT CHAPTER 261 ENTITLED "VEHICLES AND TRAFFIC: OF THE CODE OF THE BOROUGH OF HASBROUCK HEIGHTS SO AS TO INCLUDE THEREIN A PROHIBITION AGAINST THE PARKING OF ANY MOTOR VEHICLES OF A GROSS WIDTH IN EXCESS OF 8 FEET OR A GROSS LENGTH IN EXCESS OF 19 FEET UPON ANY PUBLIC STREET WITHIN THIS BOROUGH EXCEPT FOR THE PURPOSE OF LOADING OR UNLOADING PASSENGERS, GOODS OR MATERIALS OR RENDERING OF SERVICES" be now passed on second and final reading and the Borough Clerk be and hereby authorized and directed to publish said Ordinance, same to be published in The Observer, a newspaper circulating and published in the Borough of Hasbrouck Heights.

On a motion by Councilman Pepe, seconded by Councilwoman Verrastro, and unanimously carried, the foregoing Ordinance on Public Hearing was approved.

Mayor Torre commended Borough Attorney Ralph Chandless on this ordinance and that other towns were interested in adopting same.

 

MISCELLANEOUS FROM PUBLIC:

This being the first meeting of the month, the Mayor dispensed with opening the meeting to the public. He informed those attending that the next meeting of the Mayor and Council would be held on September 19, 2000, the special building meeting held at the Municipal Building. The next public meeting dedicated specifically to the Municipal Building Complex would be held on Monday, September 25, 2000 at 7:30 p.m. and on

September 26, 2000, following the regularly scheduled council meeting. A special edition of the Newsletter giving facts on the Municipal Building Complex will be mailed the weekend before the meetings.

 

RECESS FOR CAUCUS:

The Mayor announced that the meeting would be recessed for Caucus.

 

ADJOURN:

There being no further business to be conducted by the Mayor and Council, the meeting was adjourned.
