M I N U T E S July 10, 2001 A Regular Meeting of the Mayor and Council of the Borough of Hasbrouck Heights was held on July 10, 2001 at 8 p.m. at the Masonic Hall, 200 Division Avenue, corner of the Boulevard, Hasbrouck Heights, New Jersey. Mayor Torre stated that the meeting complied with the Sunshine Law, due notice having been made to all members by personal service on January 1, 2001 and to The Observer, The Record and the Herald News on January 1, 2001. ROLL CALL: Present: Mayor William J. Torre, Councilman Andrew Link III, Councilman Herbert D. Heeren, Councilman Garrett R. Pepe, Councilwoman Verrastro (arrived at 8:12 as she was attending the graduation of the Junior Police Academy), Councilman John Wassberg Absent: Councilman Justin A. DiPisa
SALUTE TO THE FLAG AND PLEDGE OF ALLEGIANCE: Mayor Torre led in the Salute to the Flag and Pledge of Allegiance.
PROCLAMATIONS:
COMMUNICATIONS: The following correspondence was received: 1. Letter from Assemblywoman Connie Myers, chairperson of Assembly Task Force to study the Fair Housing Act and State Planning Act reaching out to mayors of municipalities to complete a survey to give suggestions regarding this act. 2. A letter from Rudy F. Steinthal, Noise Abatement Officer, Teterboro Airport and a list of noise complaints received from residents of Hasbrouck Heights for the month of May. There were a total of 26 complaints made. 3. Letter and mailings of events planned for the summer from Anne Ciavaglia, Director, Division of Senior Services, Bergen County. 4. Environmental Activities Report for the month of May 2001 for all Bergen County municipalities from Patricia M. Hegadorn, Public Health Coordinator, County of Bergen. 5. Community Development Block Grant application for FY2001 from Joseph Rutch, Director, County of Bergen Community Development. 6. Request from William G. Dressel, Jr., Executive Director of New Jersey State League of Municipalities regarding A-1193, Home Based Business Bill, asking that we reach out to our State Senator to vote No on this legislation. A motion to waive the reading of any item of correspondence at length into the record and to accept the correspondence and place the same on file was made by Councilman Pepe, seconded by Councilwoman Wassberg, and unanimously approved.
On a motion by Councilman Heeren, seconded by Councilman Pepe, and unanimously carried, the foregoing Minutes were approved.
BILLS: BE IT RESOLVED that the claims and accounts amounting to $1,783,481.78 specified in the schedule hereto annexed, having been examined and approved by the Finance Commissioner, or his Deputy, be paid and that warrants be issued therefor. Signed Andrew Link
III On a motion by Councilman Wassberg, seconded by Councilman Pepe, and unanimously carried, the foregoing Resolution was adopted.

Authorizing Change Order #1 for State Aid Improvement of Hamilton Avenue 99. Authorize Tenant Assistance to Two Tenants at 320 Boulevard On a motion by Councilman Pepe, seconded by Councilman Wassberg, and unanimously carried, the foregoing Resolutions were approved (copies attached).
APPOINTMENTS: Eileen Kiick on Mayor’s Committee of Community Celebrations On a motion by Councilman Pepe, seconded by Councilwoman Verrastro, and unanimously carried, the foregoing Appointment was accepted.
RESIGNATIONS: Jesse D’Amore from Planning Board On a motion by Councilwoman Verrastro, seconded by Councilman Heeren, and unanimously carried, the foregoing Resignation was accepted with regret.

INTRODUCTION: None ORDINANCES ON PUBLIC HEARING: ORDINANCE NO. 1939: Mayor Torre opened the meeting to the public for anyone wishing to speak on Ordinances No. 1939 and 1940. There being no one wishing to speak, Mayor Torre closed the public hearing on said ordinances.
ORDINANCE NO. 1939: BE IT RESOLVED that an Ordinance entitled: "AN ORDINANCE TO FIX THE SALARY AND COMPENSATION OF CERTAIN EMPLOYEES OF THE DEPARTMENT OF PUBLIC WORKS OF THE BOROUGH OF HASBROUCK HEIGHTS, NEW JERSEY, FOR THE YEAR 2001" be now passed on second and final reading and the Borough Clerk be and is hereby authorized and directed to publish said Ordinances, same to be published in The Observer, a newspaper circulating and published in the Borough of Hasbrouck Heights.
ORDINANCE NO. 1940: BE IT RESOLVED that an Ordinance entitled: "AN ORDINANCE TO APPROPRIATE THE SUM OF $190,000.00 TO FURTHER PROVIDE FOR THE UPGRADE OF POLICE AND FIRE EMERGENCY RADIO COMMUNICATIONS SYSTEM FOR THE USE OF THE VARIOUS DEPARTMENTS OF THE BOROUGH OF HASBROUCK HEIGHTS AS PREVIOUSLY PROVIDED FOR IN ORDINANCE NO. 1915, TO APPLY SO MUCH OF ANY SPECIAL LEGISLATIVE GRANT HEREAFTER COMMITTED FOR SUCH PURPOSE TO THE COST HEREOF, AND FURTHER TO AUTHORIZE THE FINANCING OF THE COST THEREOF IN ACCORDANCE WITH THE PROVISIONS OF THE LOCAL BOND LAW BY THE ISSUANCE OF BONDS OR NOTES NOT TO EXCEED THE SUM OF $180,500.00" be now passed on second and final reading and the Borough Clerk be and is hereby authorized and directed to publish said Ordinances, same to be published in The Observer, a newspaper circulating and published in the Borough of Hasbrouck Heights. On a motion by
Councilman Wassberg, seconded by Councilwoman Verrastro, and unanimously accepted, the
foregoing Ordinances on Public Hearing were approved. Councilman Pepe asked to speak regarding Hamilton Avenue grant monies received to resurface that street. So as to not lose that grant money, it was felt that repaving that road would benefit the residents. Borough Engineer Kenneth Job said that when extensions were asked for, the NJ Department of Transportation felt that it should be resurfaced now, even with the pending construction. This being the first meeting of the month, the Mayor dispensed with opening the meeting to the public and said that the meeting would be open to the public on July 24, 2001.
RECESS FOR CAUCUS: The Mayor announced that the meeting would be recessed for Caucus.
There being no further business to be conducted by the Mayor and Council, the meeting was adjourned.
